Valuation method determines the monetary basis for assessing import duties on commercial goods. Transaction value is the most common method used by customs authorities to determine the tax liability of imported resin or moulded parts. This figure represents the cost of the goods plus certain additions like packing and royalties but excludes internal taxes.
Valuation Adjustment
Certain costs like assists or moulds provided by the buyer must be added to the invoice price if they were not already included. If a buyer provides the raw polymer to a manufacturer for free, the value of that resin is added back to the final part price for customs purposes. This ensures the government collects duty on the full economic value of the item.
The cost of transporting the goods to the port of export is also included in this calculation under most international rules.
Relationship Influence
Customs scrutinizes deals between related parties to ensure the price was not artificially lowered to reduce duty. When a parent company sells to a subsidiary, the transaction value must be comparable to sales between unrelated firms. Failure to prove an arm’s length price results in the rejection of this valuation method.
Alternative Method
If the price paid cannot be determined or is deemed unreliable, authorities move to secondary methods like deductive or computed value. These alternatives are more complex and often result in higher duty payments. Maintaining clear evidence of the actual payment is the best way to support the primary valuation.
