Meaning
Customs calculation determines the monetary value of production items or services supplied free of charge or at reduced cost by a buyer for use in producing imported merchandise. This assist valuation must include the cost of polymer tooling, engineering design work, and specialty moulds used during the production of moulded parts. The calculation applies when the tooling is produced outside the importing country and is not included in the transaction value.
It governs the customs entry of the finished injection-moulded components.
Apportionment Method
Allocation of the tooling value across a production run depends on the contract terms and the total expected parts. A buyer may choose to apportion the assist valuation over the first shipment, the entire forecasted quantity, or a specified trial batch. If the tool is used to run different resin grades, the apportionment must reflect the actual yield.
Cost Component
Calculation of the assist requires combining the initial build price, subsequent modification costs, and international transport fees. This total value represents the actual cost of the tooling assist. In cases where the tool is leased from a third party, the assist equals the lease price.
Compliance Risk
Misdeclaring the value of buyer-furnished tooling leads to severe audits and retroactive duties from customs authorities. Proper recordkeeping avoids these penalties by ensuring all design iterations and steel modifications are captured. The valuation must be declared on the entry summary documents upon import of the first commercial moulding batch.
